H1B Transfer - Client letter is not available

Hi

I have applied for H1 tranfer and got a RFE saying, i need to provide the client letter. But my new employer told me that ,Clinet is reluctant to privide the client letter. Employer is saying that ,they have another client who has project and ready to give client letter. Now my question is can my employer change the client details and submit the RFE with new client details. Will it effect my H1-B approval? Please let me know about this.

They can file a new LCA for the new client location, and then respond the RFE w/ that LCA and new client letter. That is the best option I can think of.
