H1b status is still "Case Was Transferred And A New Office Has Jurisdiction" on October 24th, 2017

I have my H1B visa status as “Case Was Transferred And A New Office Has Jurisdiction” on October 24th, 2017. I’ve my OPT extension valid until December 21st, 2017. Please note that my GC process is being done by the current employer and H1B visa was filed by a different employer. Below are my questions -

  1. Why is it taking so long to process H1B visa? I don’t want to go with premium processing as my i-140 is being filed by my current employer.

  2. My labor for GC is approved and i140 is being filed next week. So, I’ve my back up plans (just in case my H1B visa gets rejected) to retain visa status by applying to a college for MBA program. Though I got the admission acceptance, I’ve not applied for i-20 and SEVIS transfer yet. Do I need to get i-20 and SEVIS transfer done as there are high changes of getting i-20 denied if my i-140 gets approved? Please let me know the best way to go about it.
