H1B status is in initial review state. Can I travel to India now?

My friend came here on H1B and visa validity is till September 2015. He has to do a H1B transfer inorder to avail a job in USA. Now it is in INITIAL REVIEW status. In this time whether he can avail a one month vacation as visa validity is till September 2015. Please confirm.

Is he getting paid at the moment? Will this be paid time-off, or leave w/o pay from current employer?
