H1b revoked without stamping in India

I have received email from the consulate stating “Dear Applicant, As you signed a withdrawal letter for the petition No. EAC************ with the employer *****************. We have revoked the petition. As the petition is revoked, you have not been issued a visa. If you have a new petition, you will have to apply for a new visa by paying the fees and by taking an appointment.”

my question as follows:

  1. Do I still have a valid h1b approved which got picked in the lottery.

  2. Can I use the same h1b approved to transfer with other employer.
