Does USCIS review H1B petition on sequential basis or pick the application randomly.Because I have seen few cases under regular quota in H1B tracker that petition was filed on May month or June are approved. Thanks !!

As far as I know, there is no specific order in which USCIS processes the petitions.
Some petitions might require detailed background verification than some other petitions which could delay those petitions.
