H1B eligibilty for New

I want to know whether am I eligible for H1B or not, please look into the following detials and let me know

Completed 10th on 2004
Completed 12th on 2006 (Cleared one subject by suplementary so holding 2 Hse certificate)

Completed Be CSE in 2010

IT experience currently- 4 years

Will my Hse details/ Certificates affect or any other affect my H1B now?
