H1B Dropbox 24 months eligibility until Dec 31, 2020?

Hi - My H1B stamped visa expired on Aug 31st 2019. I have approved I797 valid till April 31st 2021. Can I travel to India and avail Dropbox with the latest rule that got changed Dropbox eligibility from 12 months to 24 months? Because I’m confused with the clause that the new 24 months rule is applicable only till Dec 31st 2020.

Yes, you can. It is 24 months from the date of expiry. Yes, as of now the 24 month rule is only applicable until end of the year.
You can try to fill the online application online when you are in US and see, if the system allows you for dropbox. If so, then you can make plans for travel.
