H1B Cap Exempt or NOT

My case:-

Initially i filed h1B with Employer A in 2012  and h1b petition got approved by USCIS.



When i went to chennai consulate for h1b interview, I got 221g for insufficient documents and the H1B visa is not stamped.The Employer A was not able to provide the documents asked by chennai consulate



Now the Employer A says he has has revoked my h1b petition.The h1b petition is valid till 20/09/2014.



I applied H1b with Employer B  for 2015 but not selected in lottery.

Question?



1)  Will i be cap except if the Employer B applies Transfer for the old petition which got approved in 2012



2)  If it is revoked by emploer A is it safe to do the transfer?
