Dropbox Eligibility : “Form 221g issue and then approval is not counted as visa denial”

Confused with the drobox eligibility question “Form 221g issue and then approval is not counted as visa denial” Does it mean the same visa application being approved later ?

Below is my history,

2014 : Got H1B Visa Approved
2016 : 221g - Refusal
2019 : New H1B Visa Approved
2022 : New H1B Petition from USCIS Approved, Need to get Visa stamping.

Visa issued in 2019 does NOT have any Annotations.

Am I eligible for Dropbox ? Appreciate any input.

Is there any sure way of knowing if I am eligible for Dropbox by contacting US embassy or Dept. of State ?
