Drop Box Visa processing rule and duration

Here is my case:

  1. My H1 VISA GOT EXPIRED ON Aug 1, 2018
    (and the extension processed was started before I94 expiration)

  2. My H1 VISA EXT (From USA) DENIED ON Aug 30, 2018

Later, applied H1B under CAP-EXMPT (Counselor Processing) from INDIA on Nov 1, 2018 (NON PREMIUM). I may go for PREMIUM PROCESSING on Feb 19 2019.

I would like to know whether I would be eligible for Drop Box in case if the VISA gets approved?

If YES, how long does the drop-box process takes in terms of days?

Note: I do not hold any VISA apart from the first that got expired.
