Does history of back-papers matter in the process of getting a Scholarship?

I completed my Btech course and I have about 15 back papers which I am planning to clear by this year, I was wondering if the history of back-papers does matter in the process of getting a scholarship?

The backlog system is not fully understood by credential evaluation companies. This evaluation step is required as your credential is measured against a US qualification of similar duration for equaivalence. You will be submitting your final transcript and or degree for an evaluation and it will return a result. So a backlog or series of backlogs are not relevant, only the final performance score is a factor. Scholarship opportunities stay unaffected.
