My wife got H1B stamping done this year in OCT (2014) with one serveice based comany in India. stamping done for location X and for Client A. but now they dont have any opening with client A. Now her employer trying to send her with some other client B on some different location (Y) in USA.
Please let me know the process. She is still in India.
Do we ned to file petition and LCA again for New Client and location? If required , so how much time this process will take?
Is that possible to transfer H1B to some other employer before traveling to USA ? (Ho much time H1B transfer will take)

Yes, location change must be reported to USCIS through a ammendment, and a new LCA. Visa stamping again will not be required if she already has a valid H1 visa stamped in passport

Yes, you can transfer and again visa stamping will not be required if she already has a valid H1 visa stamped in passport. Just have the approved new petition when you travel to USA.
Premium process: 15 days from when USCIS receives it and if all documents are perfect
Regular process: 2 - 3 months

Also do we have any rule change from Nov 2014 - Regarding H1B - “Only for people whose visa has been filed in 2014 and the visa has not been utilized ever” , they need to apply new petition if any change in client?
I think your company lawyer should take care of the filing of new LCA and H1 amendment (its not an entire new petition by itself).
Personally, I did not hear any rule change,for non -utilized visa’s and dont think they have changed anything like that. Please ask your source to give USCIS weblink. Usually, all announcements are published online by USCIS.
