Do i need to Apply H1B fresh or H1B Cap Exempt?

Hi All,

I have stamped H1B which was expired in September 2017 and I never got chance to visit USA. My ex. employer revoked my H1B when I left organization in 2015.

I joined same employer again and they are ready to apply for Fresh H1B.

Do I need to apply for Fresh H1B with Lottery system or Cap Exempt in 2020-21?

If I apply for Fresh H1B, it will automatically taken into Cap Exempt?

Employer cannot revoke, they can only withdraw.
