H-1 requires 4 years degree equivalent to US Bachelors degree. If you have less education, then you need at least 3 years of relevant work experience for each missing year of education.
So in your case, you need to get education evaluation done from US based agency which will tell the US equivalent of your 3 years B.Sc. degree. Let’s say it comes out as 3 years, then you need to have at least 3 years of relevant work experience. If it comes out as 6 years, then you need to have at least 6 years of work experience, and hence not qualified.
In addition, b/c your degree was Chemistry and not IT related, you need to show detailed work experience letters to demonstrate how you qualify for the offered position.
