Cap Exempt _ Unused Unstamped expired H1B Petion

Dear All,

I had a H1B Visa petition which was valid from 01.10.2014 to 31.08.2015. I have not stamped the Visa and not even travelled to USA using the H1B Petition . My question is that as my initial petition expired and not even used for travel and stamping , Am I eligible to apply H1B under Cap exempt once again or my case will be considered as fresh new H1B.
