Can my H1 petition reject because I already have my F1 stamped recently?

Hello Experts,

Recently my name was picked in the H1 lottery and my employers are keen to send me to client side since they have openings. However I had appeared for my F1 interview early this month and aready have an F1 stamped. I have financial constraints , so on those grounds I am thinking of not going on F1 this fall and instead try for H1. My worries are:

  • My petition is currently in Initial review .I am yet to withdraw from the University from where I got the I 20 . Could this have an impact on my petition getting accepted or rejected. Will it help if I withdraw from my university asap?

-My H1 interview would be sometime in October . So by that time I would have informed my University and I guess the system would reflect that I didnt actually use my F1. So if I try to explain to the officer that my decision was based on financial grounds and that I would still try to persue my masters if possible while on H1, would it be acceptable?

Could someone please answer my queries. I read up similar articles on this forum but wanted to share my case .

Thanks .
