Can I use an my 2011-2014 approved H1B petition for 2017 cap-exempt, even if I never got visa stamp before?

My approved H1b was for 2011 to 2014. I never used it and never got the visa stamp either. Can I use it for cap-exempt H1b application even if I NEVER GOT VISA STAMP on the old petition?

Yes, it may be possible. Find another employer and ask them to file cap-exempt petition for you. Once approved, go for stamping.
