My employer filed my H1B on April 1, 2014 under regular processing and I got selected in the lottery. The application is still under processing and not approved yet. Can another company filed for my H1B as cap-exempt based on the receipt number of this application? Or this has to be approved for the new employer to file H1B application for me? Please advise.
