Can future employer file for Labor ?

Hi,
I am currently working for employer A on L1. I have an approved H1b from employer B and planning to switch to employer B in Mar 2013 due to commitments with employer A. My employer B would like to initiate Green card processing by filing Labor in Jan 2013. Can someone help clarifying below queries:

  1. Can my employer B file for Labor even though I didn’t start working for the company ?

  2. If the answer for above query is ‘yes’ , in the application for Labor can I state about employer B with a future start working date while furnishing all employer information ?

  1. Technically, yes they can file it

  2. I don’t think one can include future dates in the application. They need to mention only past and current information.
