Are people (parents) on tourist visa eligible for NIE

Hello people, I wanted to know if parents are eligible for NIE? They are on tourist visa and are in India. We wanted to have them here for our pregnancy but not sure if they are eligible for it or no. Can anyone share some thoughts on it please,
