Apply H1B after expiry date

Hi All,

Here is my situation. I have a valid Visa and is having Expiry Date as June 2017 (Not yet completed 6 years of USA Stay). Because of some constraints i am not able to travel before 6 - 8 months from now. Meanwhile my VISA will gets expire. what will be the process/situation after June 2017 if i opt for a travel and is it require for me to go through as a new/fresh VISA applicant.

I heard by some source that, after Visa Expiry date, my application will consider as a new VISA application but it will get bypass from lottery?

Please let me know on this.
