After the new fraud measures is announced…
I jus have a doubt, will these fraud measures be checked before lottery or after lottery??? If it’s checked before lottery then fine else many genuine people will get affected.

I would expect them to be checked after the lottery has been conducted; but then there are others who believe that USCIS will review each petition first and then subject only the valid ones to the lottery.
I think it should be after the lottery. You cannot expect them to open 200K mails and check. Historically, they only open those packets that have been selected in the lottery. Rest is returned unopened.
